The arguments about progressivism versus liberalism miss the point. ALL GOVERNMENTS ARE DICTATORSHIPS. A dictatorship is any government that imposes rules and regulations upon the entire electorate. Since the entire electorate includes people who did not vote for that government, that government rules over them without the consent of the governed.
